India hosts the AI Impact Summit, fourth in the Bletchley summit series

India hosted the fourth in the series of global AI summits that began at Bletchley Park in November 2023, continued at Seoul in May 2024, and was held in Paris in February 2025. The India AI Impact Summit ran across five days at Bharat Mandapam in New Delhi, organised around three stated pillars — “People, Planet, Progress” — and framed by the Indian government as the first summit of this scale held in the Global South.

The summit’s official materials describe participation from more than 100 government delegations, including over 20 heads of state and government, alongside several hundred industry and civil-society representatives, and an accompanying expo with hundreds of exhibitors. Where Bletchley had been organised around frontier-model risk and Paris had already pivoted toward investment and economic opportunity, India’s stated framing pushed further toward implementation — application of AI to development goals such as healthcare, agriculture and public services — continuing the drift away from the original safety-focused mandate of the Bletchley process.

The second International AI Safety Report, the Bengio-chaired successor to the report commissioned at Bletchley, was published in the days before the summit, continuing the pattern set at Paris of releasing the scientific consensus document ahead of the political gathering. As with the shift documented at the Paris summit, the extent to which India’s summit produced binding commitments, as opposed to a further declaration of intent, was not established by the sources available at the time of writing.
