As US president, Joe Biden oversaw the most far-reaching federal action on AI to date. In October 2023 he signed Executive Order 14110 on "safe, secure, and trustworthy" AI — a roughly 20,000-word order that, among many provisions, used the Defense Production Act to require companies training the largest models to notify the government and share safety-test results, the first time a government asserted visibility into frontier training runs and the first use of a compute threshold as a regulatory trigger. It also created what became the US AI Safety Institute. Because Congress passed no comprehensive AI law, the order rested on executive discretion, and it was revoked by Donald Trump on his first day in office in January 2025.
