In his second term, Donald Trump reoriented US federal AI policy from safety toward speed and domestic dominance. On his first day back in office in January 2025 he revoked Joe Biden's 2023 AI executive order, replacing its safety-testing and risk-reporting frame with orders aimed at removing regulatory obstacles to development; that July his administration published an "AI Action Plan" prioritising data-centre build-out, deregulation and the export of American AI abroad. He also lent the presidency's weight to private infrastructure, appearing at the White House to announce the $500 billion Stargate data-centre venture. In December 2025 he signed an order directing the government to challenge state AI laws it deemed obstructive, setting up a confrontation with states such as California and New York that had passed their own safety rules.
